South Africa's public transport network moves millions of people every day — buses, trains, minibus taxis, trams and metered taxis all serving overlapping routes. Yet the everyday experience of using it is fragmented, opaque and stressful. The question isn't whether to expand the network; it's how to make the network we already have work for the people who depend on it.
The most realistic path forward is technology. Not as a replacement for public investment, but as the layer that makes the existing system legible, predictable and connected.
1. Build the digital infrastructure first
Roads and rolling stock get most of the attention, but the missing layer is digital. Without a shared digital backbone — vehicle telemetry, standardised route data, ticketing APIs — even the best-funded service stays invisible to the rider. Digital infrastructure is the cheapest, fastest improvement available to South African transport authorities right now.
- Open route, stop and schedule data published in a common format (GTFS is the global standard).
- GPS telemetry on every operating vehicle, streamed in real time.
- A national identity and payment layer so a single account works across modes.
2. Make real-time data the default
The single biggest source of commuter frustration isn't price or distance — it's uncertainty. "Where is my bus?" "When does the next train come?" "Did the taxi already leave?" Real-time vehicle tracking answers those questions before they're asked, and it changes the entire experience of waiting.
Real-time data also unlocks better operations: operators see where demand is concentrated, where bunching happens, and where services run empty. The same data that helps a commuter helps the city redesign routes evidence-first instead of guess-first.
3. Integrate every mode in one place
Most South African journeys use more than one mode. A typical commute might be a minibus taxi to a station, a train across the city, and a short bus or walk at the other end. Today each leg lives in a different app — or no app at all — and the rider does the integration in their head.
A single multi-modal platform that surfaces buses, trains, minibus taxis, taxis and trams in one view turns three apps and two guesses into one trip. This is the core problem BIAR is built to solve.
What good integration looks like
- One search returns options across every mode, not just one operator.
- Transfers are first-class: the app accounts for walking time, waiting time and missed-connection risk.
- Operators retain their brand and pricing — integration is a discovery layer, not a takeover.
4. Treat first-time commuters as the design target
Anyone who has commuted in Johannesburg or Cape Town for a decade knows the unwritten rules. Newcomers — students arriving for university, tourists, professionals relocating between cities — don't. A network that's only usable by veterans is a network that's leaving demand on the table.
Designing for first-time commuters means clear language, no jargon, visible prices and obvious next steps. It's also the fastest way to improve the experience for everyone, because the friction newcomers feel is friction everyone tolerates.
5. Partner across the public-private line
No single operator, app or municipality can fix South African public transport alone. Improvement happens when transport authorities, private operators and technology partners share data and ship together. Smart-city programmes succeed when they treat operators as collaborators, not vendors, and when they treat riders as the primary customer of every decision.
A pragmatic roadmap
If we had to pick three things to do in the next twelve months to materially improve public transport in South Africa, it would be these:
- Publish data. Every operator with a route should publish it in GTFS, openly.
- Track every vehicle. Even basic GPS, even unreliable signal — partial real-time beats no real-time.
- Unify the rider experience. One app, every mode, every operator — a discovery and routing layer that the whole network can sit behind.
